A substantial portion of the funding for Governor Deval Patrick’s two second-term international trade missions has come from a handful of powerful executives and companies with significant financial interests before the state. Through a non-profit established by his administration last year called Moving Massachusetts Forward, the Patrick administration collected $130,000 from five donors, according to ethics disclosure forms filed by the governor. Unlike campaign donations, contributions to the group have no limits and are tax-free.



Shocked that Liberty Mutual paid its former chief executive roughly $50 million a year, three Massachusetts senators proposed budget amendments to discourage other mutual companies from awarding outsized pay packages. Senator Brian A. Joyce would require mutual companies to publicly disclose compensation for top executives. Senator Mark C. Montigny would give policyholders a chance to vote on executive compensation. Senator Patricia D. Jehlen would bar directors at mutual holding companies from serving on compensation committees if they have a conflict of interest.
